Capacity building projects
The DCMR has successfully assisted authorities in Central and Eastern Europe with environmental projects since 1990.
Main objectives
The DCMR makes use of experts and expertise of the DCMR staff in these capacity building projects that are mainly sponsored by the Dutch government and the European Commission. The main objectives of the DCMR capacity building projects are institutional strengthening of foreign local and regional authorities, and improving the environmental performance of authorities and companies. The DCMR can provide services to initiate and promote permitting and inspection tasks as they are defined in EU regulation. Also, assistance in the implementation of the required policy and laws at the local and regional level to improve environmental performance of industries can be provided.
Funds
The projects are presently focusing on accession of Central and Eastern European countries to the EU for new member states and (future) candidate EU members. Some projects are focused on countries that harmonise with EU environmental directives. The DCMR works with funds of the European Commission to execute Twinning projects in Poland, the Czech Republic and Romania which are related to the implementation of EU directives.
The projects are executed by project teams, often consisting of different organisations from different countries.
